SARATOGA COUNTY WATER TREATMENT AND TRANSMISSION FACILITIES

Owner: Saratoga County Water Authority
Site: Town of Moreau, NY
Value: $21,241,000
Project Objectives:
Construction of a water treatment plant to treat, store and transport water to municipalities and the Luther Forest Technology Park in Saratoga County.

Scope of Work:
  • Kubricky Construction faced enormous challenges during the construction of this project. Tight scheduling, difficult construction conditions and strict quality control were managed through-out the contract.
  • Kubricky’s use and understanding of the critical path method guided our crews progress each day allowing us to achieve maximum resource efficiencies. Scheduling delays were identified immediately and the proper adjustments were made to stay on track.
  • Site work consisted of the excavation and placement of 35,000 CY of earth work and the installation of 10,000 linear feet of 36 inch ductile iron pipe.
  • The source of supply for the Water System is the upper Hudson River between the villages of Corinth and South Glens Falls.
  • The most challenging element of this project was the placement of the Raw Water Pump Station, a 5,500 square foot building that draws water from the Hudson River and sends it to the Water Treatment Plant.
  • The pump station was constructed 10 feet below the bottom of the river bed and 40 feet below original ground elevations.
  • Crews installed over 6,500 square feet of steel sheet pile and a large dewatering system was installed and operated around the clock during the construction of the pump station.
  •  A 75’ by 30’ steel pile, earth filled coffer dam was constructed from the bank of the river to the center of the river channel for the placement of the intake structure.
  •  Upon the complete installations of the structural support piles, our skilled under water diving and crane crews assembled and placed this structure in the wet, under very difficult conditions.
  • The Water Treatment Plant is a 23,000 square foot building that houses the membrane filter equipment. It has the capability of producing 14 million gallons per day.
  • The water treatment plant will utilize chemical coagulation, membrane filtration, ph adjustment and disinfection.
  • The plant was constructed so that it can be expanded to deliver up to 26 million gallons per day meet future demand.
  • Following the completion of the treatment process, the water is sent to a one million gallon Finished Water Clear Well, constructed with pre-stressed concrete.
  • A 2.4 million gallon Sludge Lagoon was constructed for drying water treatment sludges. Any water collected in the lagoons will be returned to the HudonRiver and dryed sludge will be landfilled.
  • From the clear well, the stored water will be transported to a 5,500 square foot High Lift building that will pump the finished water through a 27 mile pipeline to Malta, the site of the LutherForestTechnologyPark.
  • Parking areas and street restoration required the laying of 5,000 ton of asphalt
