PORT OF ENTRY - CHAMPLAIN

Owner: General Services Administration (GSA)
Site: Champlain, NY
Value: $10,000,000
Project Objectives:

Construction of a new processing facility at the

US - Canadian border.

Scope of Work:

  • The impetus for this project was a combination of NAFTA legislation which led to increase commercial traffic and post 9/11 security concerns, requiring thorough searches of vehicles entering the US. The average wait for commercial vehicles entering the US from Canada at this crossing was approximately four hours. The new facility is able to process eight trucks at a time. The old facility could process only three at a time.
  • The project was a formal partnership between public (GSA) and private entities (Bette & Cring Construction and Kubricky Construction Co.)
  • Since this was a LEEDS certified project, independent third party verification was conducted to insure the project was environmentally responsible, profitable and a healthy work place.
  • Site preparation included clearing and grubbing an approximately 28 acre wooded lot; topsoil stripping; constructing haul roads; stabilizing site entrances; installation of security fencing; demolition of three existing buildings and working around existing wetlands.
  • The excavation plan required the removal of over 193,000 cubic meters of soil using scrapers, backhoes, loaders and GPS aided bulldozers. Approximately 700 cm of petroleum contaminated soil was transported for thermal treatment at ESMI, a D.A. Collins affiliated company. Wood chips were ground on-site and shipped to a cogeneration plant in Vermont.
  • Major work items included the construction of an unloading dock area; trenching and installation of water mains, storm drains, electrical and telecommunication wiring; installation of lighting, surveillance cameras; and the construction of two retention ponds; and excavation to support the new facility.
  • 20,000 cm of topsoil was screened and placed on all landscape and green areas.
  • Roads and parking lots required placing, grading and compacting 75,000cm of sub base then 67,000 tons of asphalt.
  • This high profile project was completed on time and within budget.
