Project Objectives:
Excavation and on-site consolidation of dioxin contaminated soil at an active correctional facility.
Scope of Work:
¨       General site preparation included limited clearing and grubbing, and the complete demolition of several decrepit pole barns and storage sheds. Demolition debris was processed to a 4’ minus specification and utilized in the base layer of the consolidation cell.
 
¨       Site health and safety included a rigorous work area and community air monitoring program implemented to protect the nearby correctional facility. Odor and dust suppression were priority operations in order to mitigate the nuisance impacts from the remedial construction.  Additionally, the strict security protocol included communications controls, tool inventory and control, and other special requirements.
 
¨       Excavation of multiple areas of concern was performed to depths 4-12’ with perched groundwater encountered at differing depths. The total excavation volume was approximately 12,600 cubic yards and included soils contaminated with dioxin / furans and heavy metals from former wood preserving operations.
 
¨       All excavated soils were relocated to a new 1.6 acre on-site consolidation area which was constructed as part of the project. The consolidation cell design consisted of a typical cap system with perimeter swales for surface drainage.
 
¨       Construction water was managed on-site with a 100-gpm trailer mounted water treatment system. Treatment train components included 40,000 gallons of storage capacity, organoclay treatment vessels, and activated carbon treatment vessels. All water was treated in accordance with state requirements for discharged to an on-site pond.
 
¨       The cap liner system included a permeable sand ventilation layer and 7,700 SY of geosynthetic clay liner, 40-mil LLDPE liner, and a geotextile cushion layer. Barrier soils and topsoil were placed over the liner system and vegetation was reestablished.
 
¨       Other site restoration tasks included the construction of two new poles barns for the correctional facility and a new office for the DEC personnel.
